Does anyone know of an open source free equivalent to Pyxel Edit? Otherwise it doesn't look too expensive. The Image palette will launch when you select a photo on your canvas. Find tools tagged GameMaker and Pixel Art like GB Studio, Stella Character Generator, G-SPET Batch Palette Editor for GameMaker, Vox Edit, The Unfolding Engine : Paint a Game on itch.io, the indie game hosting marketplace. I don't think the Gimp does natively, and I don't get the impression Paint.NET does either.
With preset palettes to emulate retro gaming consoles, you can pretty much do anything you want with the software. It looks like Pyxel Edit supports these features.
